Mgao wa Tanesco ukiwa kazini
Sio siri kwamba kinachowapa jeuri mafisadi kuwapalekesha Watanzania ni upole kupita kiasi walionao wanachi.Watu wanalipa kodi-kwenye mishahara kwa walioajiriwa,katika VAT kwenye manunuzi ya bidhaa mbalimbali,na utitiri mwingine wa kodi-lakini faida ya kodi hiyo inaonekana zaidi kwenye ukubwa wa vitambi vya viongozi wetu,thamani ya magari na mahekalu yao,na kuongezeka kwa idadi ya vimada na nyumba ndogo zao.

Sasa Tanesco wamekuja na kali kubwa kwa kutangaza mgao wa umeme usio na kikomo,masaa kumi kwa kila siku ya wiki.Ukienda huko Twitter utasikia "aah Tanesco wamechukua umeme wao".Wengine wanaishia kuitukana Tanesco kwa matusi ya "sehemu za siri za mama yake Tanesco".Hizi zote ni dalili za watu walioishiwa na mbinu zakudai haki zao.Hivi "kumtukana mama yake Tanesco" kutafupisha mgao wa umeme?

Imefika wakati Watanzania watambue kuwa mara nyingi HAKI HAITOLEWI KAMA ZAWADI BALI HUDAIWA...KWA NGUVU IKIBIDI.Hakuna uwezekano wa tatizo la mgao wa umeme kuisha kwa njia za kistaarabu.Utatuzi hauwezi kupatikana kwa vile sekta ya nishati,kama ilivyo ya madini ni kitega uchumi kikubwa kwa mafisadi wetu.Kukatika umeme kunawaingizia baadhi ya majambazi hao mamilioni ya shilingi kila siku.

Nina tatizo kubwa zaidi na Wtanzania wa tabaka la kati.Hawa ndio tunaokutana nao huko Twitter na Facebook...Kiingereza kiiingi huku nchi inateketea.Hawa ndio tunaowaona wakijirusha kwenye kumbi mbalimbali za "starehe".Kuna starehe gani kuwepo kwenye ukumbi unaobadilisha taa kutoka rangi moja kwenda nyingine (kwa kutumia jenereta) kisha kurudi nyumbani na kukumbana na kiza na joto kwa vile "Tanesco wamechukua umeme wao" na feni haiendeshwi kwa mafuta ya taa!

Kwanini nailamu middle class yetu?Ni kwa vile hiki ni kiungo muhimu kati ya tabaka tawala na tabaka la walalahoi.Hawa ndio wenzetu wenye shahada au stashahada katika fani moja au nyingine.Hawa ni watu wenye upeo na wanaweza kuihamasisha jamii kutambua na kudai haki zao.Wengi katika tabaka hili ni walalahoi wanaojaribu kuiga maisha ya wale wa tabaka la juu.

Uchaguzi ni wenu.Kujifanya mmezowea maumivu na mafisadi waendelee "kupeta" au kuweka kando "ubishoo na usistaduu" na kuungana na tabaka la walalahoi kuhamasisha mabadiliko katika nchi yetu.Akina sie tunatekeleza wajibu kwa namna kama inavyofanya makala hii.Sasa ni wajibu wa kila mmoja wetu kutimiza wajibu wake ili kuinusu nchi yetu.

SHIRIKA la Umeme (Tanesco), limetangaza mgawo mkubwa wa umeme usio na kikomo, utakaokuwa kwa saa 10, siku saba kwa wiki nchi nzima.

Maafisa wa shirika hilo na Wizara ya Nishati na Madini wamesema mgawo huo umetokana na upungufu wa maji katika bwawa la Mtera na transfoma zake kuzalisha umeme mdogo kuliko mahitaji.Kwa mujibu wa tangazo la ratiba ya mgao huo lililotolewa na Tanesco jana, mgao huo utakuwa wa kati ya saa sita hadi 10 kwa siku ambapo maeneo yatabadilishana muda wa mgawo.

Hata hivyo, tangazo hilo la Tanesco limekuja wakati maeneo mengi nchini yakiwa na mgawo wa muda mrefu na ambao unachukua muda wa saa zaidi ya zilizotangazwa jana na shirika hilo hali iliyosababisha malalamiko kwa wananchi.

Kwa mujibu wa ratiba hiyo mgawo huo utakuwa wa kila siku kuanzia Jumatatu hadi Jumapili ambapo baadhi ya maeneo yatakosa umeme mchana na mengine yatakosa usiku.Tanesco ilisema katika baadhi ya maeneo umeme utakatika kuanzia saa 2.00 asubuhi hadi saa 12.00 jioni, wakati maeneo mengine yatakosa umeme kuanzia saa 12.00 jioni hadi saa 5.00 usiku.

Akizungumza katika maadhimisho ya Wiki ya Utumishi wa Umma jana, Mhandisi Mkuu wa Tanesco, Juliana Pallangyo alisema mgawo huo unatokana na kupungua kwa kina cha maji katika bwawa la Mtera.

Alisema mahitaji ya umeme ni megawati 850 wakati uzalishaji ni megawati 600 hali inayochangia upungufu wa umeme.

“Mahitaji yaliyopo ni makubwa wakati umeme unaozalishwa ni mdogo, tunashindwa kumudu mahitaji ya watu wote kwa wakati mmoja na ndiyo maana tunakuwa na mgawo,” alisema Pallangyo.Aliongeza kuwa licha ya matatizo hayo shirika hilo lina malengo ya kusambaza umeme vijijini ambako bado hakujafikiwa na umeme.

Katibu adai mgawo utakuwa historia

Akizungumzia kuhusu mgawo huo, Katibu Mkuu Wizara ya Nishati na Madini, David Jairo alisema mgawo huo unaweza kuwa historia katika miaka miwili ijayo na kwamba hali ya sasa inatokana na upungufu wa maji katika bwawa la Mtera ambalo linaweza kufungwa kwa sababu hiyo.

Katika hatua nyingine, Jairo alisema Serikali ya China itatoa mkopo wa dola za Marekani 778 milioni sawa na Sh1,167,000 bilioni, kwa Serikali ya Tanzania kwa ajili ya kufunga bomba kubwa la kusafirisha gesi kutoka mkoani Mtwara hadi Dar es Salaam, itakayosaidia kuongeza uzalishaji wa umeme nchini.

Alisema hatua hiyo itafanyika endapo Serikali ya Tanzania itafikia makubaliano na Serikali ya China katika mazungumzo baina yao yanayotarajia kuyafanya wiki ijayo.Iwapo mpango huo utafanikiwa kampuni ya China Petrolium Company ndiyo itakayozalisha umeme.

Akizungumza jana jijini Dar es Salaam, Jairo alisema, kiasi hicho cha fedha ni kulingana na upembuzi yakinifu uliofanywa na kwamba gesi itakayozalishwa itasaidia kupunguza tatizo la umeme na uharibifu wa mazingira nchini.

Alisema bomba linalozalisha gesi kwa sasa kutoka Mtwara hadi Dar es Salaam ni dogo likiwa na ukubwa inchi 30 hivyo uzalishaji wake pia ni mdogo.“Sisi kama wizara tunajitahidi kuweka mipango ya muda mfupi ya kukabiliana na tatizo la umeme lililopo nchini kwa hiyo Serikali ya China itatupa fedha hizo kama mkopo kwa ajili ya kuzalisha gesi hiyo,”alisema Jairo

A British teenager is suspected of masterminding computer hacking attacks on the CIA, the U.S. Senate and Sony from his bedroom.

Ryan Cleary, 19, was arrested at his family's home in Essex in a dramatic swoop following a joint inquiry by Scotland Yard and the FBI.

He was held hours after the UK's serious crime unit came under online siege from the hacking group known as LulzSec.

The self-styled 'pirate ninjas' recently declared on Twitter their intention to break into government websites and banks and leak confidential documents.
On Monday the Serious and Organised Crime Agency - dubbed 'Britain's FBI' - was forced to temporarily take its website off-line after hackers bombarded it.

Ryan, a loner whose family says 'lives his life online', faces the prospect of extradition to the U.S where he could face 60 years' behind bars for allegedly hacking into the CIA and Senate websites.
Detectives believe he is a 'major player' with LulzSec, which has been linked to recent attacks on games firm Sony in which details and passwords of millions of users were accessed.

LulzSec has claimed its other victims include the NHS and Nintendo.

Ryan's mother Rita, 44, said her son suffers from agoraphobia and attention deficit disorder and had not left his bedroom for four years.
Earlier this year, the mother of two was fined £100 for allowing her older son to grow cannabis at their home after plants worth £4,300 were seized.

Mrs Cleary, who is on incapacity benefit, claimed her son needed the drugs to ease his epilepsy symptoms.
Speaking at the family's home in Wickford, she said Ryan was an introverted boy who 'lives his life online'.

She added: 'He has a history of mental problems. 'He left school at 15.

'He has stayed in his room for the last four years in front of his computer.

'He is bright, but does not have any social skills.'

The teenager attended Heath School, in Stanway, Colchester, a school for children with special needs, and is said to have constantly spoken in 'computer jargon'.

Police arrived at the house on Monday night and are said to have spent five hours talking to Ryan.

In his bedroom they found two computers with huge screens and an air conditioning unit to regulate the heat they generated.
Apart from a mass of computer data, his bedroom was like that of many teenage boys with photographs of scantily-clad women on the walls.

Ryan's brother Mitchell, 22, said: 'He is not the sort of person to do anything mad.

'He stays in his room - you will be lucky if he opens the blinds. I barely see him. I am more of a football person - he is more of an inside person.’

Another family member, who did not want to be identified, said: ‘He is a recluse and he never leaves the house.’

Neighbours said his father Neil is a musician who had played the tuba at the Royal Albert Hall, worked with names such as Andrew Lloyd Webber and played at a private function for Princess Diana.

Ryan was first 'outed' online as a member of LulzSec in May by members of the rival hacker group Anonymous.

Yesterday neighbours told of their shock at his arrest. One, James Rounce, said he presumed Ryan had been at university as he had not seen him for so long.

He said: ‘You could tell he was very bright just from the way he spoke and presented himself.

‘I knew he was into computers because we would often take in parcels for him and when I asked about them his mother said he was working from home and it was something to do with IT.’

Last night Ryan, who uses the online name ViraL, was being questioned in a police station in central London under the Computer Misuse Act and Fraud Act.

A Scotland Yard spokesman said it was liaising closely with the FBI, adding: 'The arrest follows an investigation into network intrusions against international business and intelligence agencies by what is believed to be the same hacking group.

'Searches at an address in Wickford, Essex, following the arrest last night have led to the examination of a significant amount of material.'

The arrest of a Briton in relation to hacking attempts in the U.S. will prompt comparisons with Gary McKinnon.

McKinnon, 45, who is battling extradition to the U.S., faces 60 years behind bars for hacking into Pentagon and Nasa computers between February 2001 and March 2002 while searching for evidence of ‘little green men’.

Last night the LulzSec group sought to distance itself from Ryan.

On Twitter, the group said: 'Ryan Cleary is not part of LulzSec. We house one of our many legitimate chatrooms on his server, but that’s it.'

WHO ARE LULZ SECURITY?

Lulz Security's rise to prominence has been extraordinarily fast.

The hacking group first emerged in May and in the past few weeks has attacked the websites of some of the world's leading corporations and governments.

It is regularly abbreviated to LulzSec, which breaks down into two parts - Lulz refers to 'LOL' (laugh out loud), while Sec is short for security.

The group specialises in locating websites with poor security and then stealing information from them and posting it online.

The attacks do not appear to be financially motivated - instead, LulzSec seems content to receive international recognition for embarrassing some of the world's largest companies.

Not all the attention has been negative, either, as some cyber experts have praised LulzSec for exposing the inadequacy of online defences without maliciously exploiting these weaknesses.

The first LulzSec attack on record took place against the Fox.com website in late April - the hackers gained access to emails and passwords of hundreds of employees.

In a matter of weeks, the group has claimed responsibility for breaching the security of conglomerates including Nintendo, Sony, the NHS, the CIA and Soca.

Tunisia's Ben Ali sentenced in absentia to 35 years

TUNIS (Reuters) - A Tunisian court sentenced former president Zine al-Abidine Ben Ali in absentia on Monday to 35 years in jail, six months after his ouster in a revolution helped inspire the "Arab Spring."

Ben Ali, who has been in Saudi Arabia since he was forced from office, was found guilty after just one day of deliberation of theft, illegally possessing jewellery and large sums of cash.

The same sentence was handed down to his wife Leila Trabelsi, a former hairdresser whose lavish lifestyle and clique of wealthy relatives was for many Tunisians a symbol of the corruption of Ben Ali's time in office.

Ben Ali flew to Saudi Arabia on January 14 after mass protests against his 23-year rule. While he was in office, members of his extended family built stakes in the country's biggest businesses and accumulated vast fortunes.

Tunisia's revolt electrified millions across the Arab world who suffer similarly from high unemployment, rising prices and repressive governments. Ben Ali's has been watched closely in Egypt, where former president Hosni Mubarak is due to stand trial over the killing of protesters.

In a statement issued by his lawyers earlier on Monday, Ben Ali denied all the charges against him, saying that he was the victim of a political plot. He said he had been tricked into leaving the country.

During the hearing, a prosecutor had asked the judge to hand down "the most severe punishments for those who betrayed the trust and stole the money of the people for their personal gain .... They did not stop stealing for 23 years."

The judge, who read out the verdict and sentence in the Palace of Justice in the Tunisian capital, also ruled Ben Ali and his wife would have to pay fines totalling 91 million Tunisian dinars (40.6 million pounds).

The judge said the verdict on other charges, relating to illegal possession of drugs and weapons, would be pronounced on June 30, according to a Reuters reporter who was in the courtroom.

FLIGHT FROM TUNISIA

Earlier, Ben Ali's lawyers had given the first detailed account of the events that led to his departure from Tunisia.

At the time, thousands of protesters had gathered in the centre of the capital Tunis to demand that he step down, the culmination of three weeks of demonstrations which police tried to disperse by firing on the crowds.

The statement issued by his lawyers said that the head of presidential security had come to Ben Ali in his office and told him "friendly" foreign intelligence services had passed on information about a plot to assassinate the president.

He was persuaded to get on a plane that was taking his wife and children to safety in Jeddah, Saudi Arabia, but with the intention of returning immediately, the statement said.

"He boarded the plane with his family after ordering the crew to wait for him in Jeddah. But after his arrival in Jeddah, the plane returned to Tunisia without waiting for him, contrary to his orders.

"He did not leave his post as president of the republic and hasn't fled Tunisia as he was falsely accused of doing," the statement said.

Ben Ali's version of events is unlikely to elicit sympathy from the majority of Tunisians. They are now enjoying relative freedom after decades when most people would not speak openly for fear of arrest by the secret police.

In his statement released on Monday, Ben Ali said the weapons he was accused of possessing illegally were gifts from other heads of state and the jewellery had been given as gifts to his wife by foreign dignitaries.

The money and drugs had been planted in his home and the presidential palace after his departure as part of the plot against him, he said in the statement.

RAIS Jakaya Kikwete amesema ukuaji wa kasi wa uchumi na maendeleo katika Bara la Afrika unakwamishwa na ukosefu wa fedha za kutosha za kugharimia miradi ya maendeleo. 
Kwa mujibu wa taarifa iliyotolewa na Kurugenzi ya Mawasiliano ya Rais Ikulu jana, Rais Kikwete alikuwa akizungumza kwenye siku ya kwanza ya mkutano wa Kimataifa wa mwaka huu wa Taasisi ya Smart Partnership Dialogue ambao pia unajulikana Langkawi International Dialogue 2011, ulioanzishwa rasmi mwaka 1995. 
Rais Kikwete alisema kwamba njia za jadi za kupata fedha za kutosha ili kuharakisha ukuaji kasi wa uchumi, hazina uwezo wa kutoa fedha za kutosha kwa ajili ya maendeleo. 
Rais Kikwete alisema kutokana hali hiyo ni lazima nchi za Afrika zitafute namna nyingine mpya ya kugharimia maendeleo ya bara hilo na watu wake. 
“Tatizo ni ukosefu wa fedha za kutosha kugharimia miradi inaweza kuzitoa nchi za Afrika na watu wake katika umasikini kwa haraka zaidi,” Rais Kikwete, mjini Kuala Lumpur, Malaysia. 
Shabaha kuu ya Smart Partnership ama Langkawi International Dialogue ni kufanya majadiliano ya kimataifa ya jinsi ya kuharakisha maendeleo ya kiuchumi duniani. Mada kuu katika mkutano wa mwaka huu ni ‘Enhancing Smart Partnership for Socio-Economic Transformation’. 
Akishiriki katika mjadala huo, Rais Kikwete aliwaambia mamia ya washiriki tatizo kubwa linalokwamisha ukuaji kasi wa uchumi na maendeleo katika Afrika ni ukosefu wa fedha za maendeleo kwenye sekta binafsi, sekta ya umma na kwa Serikali. 
Rais alisema chanzo kikuu cha fedha za maendeleo kwa nchi masikini za Afrika ni misaada ya maendeleo (ODA), lakini sasa fedha za ODA zimekuwa zikipungua na wakati mwingine hazipatikani.
“Hata ukitofautiana na kampuni yenye asili ya nchi inayotoa misaada, basi utanyimwa misaada hata kama kampuni yenyewe ndiyo yenye makosa,” alisema Rais Kikwete. 
Rais alisema wakati mwingine inakuwa vigumu kuvutia fedha za maendeleo kutoka nje. 
“Hakuna fedha za kutosha kwenye masoko ya fedha ya ndani na msingi mzima wa kifedha ni dhaifu sana. Msingi wa fedha wa ndani ni dhaifu na hata msingi wa fedha za kigeni wa nchi zetu ni masikini,”alisema Rais Kikwete. 
Rais alisema hali hiyo imezifanya nchi za Afrika kujikuta katika wakati mgumu wa kutimiza wajibu na majukumu yake katika kuwaletea wananchi maendeleo. 
“Hivyo, sisi katika Afrika tunahitaji kutafuta na kuangalia njia nyingine za ubunifu zaidi za jinsi ya kupata fedha za maendeleo,” alisema Rais Kikwete. 
Mapema mkutano huo ulifunguliwa na Waziri Mkuu wa Malaysia, Dato’ Sri Mohammed Najib Tun Abdul Razak ambaye hotuba yake ilizungumza masuala mengi na matatizo mengi yanayoikabili dunia kwa sasa pamoja na umuhimu wa ushirikiano baina ya nchi zinazoendelea.

SPARKLES: Hi Sporah I will say you such a great inspiration for young girls, tell us what motivated you to that level?
Sporah: Coming to Europe from 3rd World countries, with my African back ground and seeing young women at young age with no parental guidance and allowing the societal norms to influence them against their cultures and values. Made me realise that so many young women from Black Ethnic minority grew up with low self esteems.
This and other things made me think of doing something that can bring change and i thought this change can only be achieved through media.


SPARKLES: Do you have a role model and who is it?
 Sporah: Yes i do.  My Mum (Mama Njau).


SPARKLES: What about your passion for TV how did it start?
Sporah: After watching different TV talk shows, I realised how powerful TV is, and how it can influence or change people’s life especially the young generation. So I thought yeah... something is missing in my society and somebody has to do it..
So, I came with an Idea of a Talk Show. Thank God we are pioneer of African Talk Show in Europe


SPARKLES: You are so natural and flamboyant where did you learn that?
Sporah: I took time to read and understand myself what’s the best for me more than following fashion trends, and I came out with the best results which makes me what I am today.


SPARKLES: And your name SPORAH did you make it up or is it your actual name?
Sporah: Ah ah ah ah of course Sporah is my name. In English is Zipporah and in my language which is Swahili is Sipora.


SPARKLES: What does it mean and where is it from?
Sporah: Sporah is a Christian name coming from the Bible from Old Testament on Exodus 2: 21: “Moses agreed to stay with the man, and he gave Moses his daughter Zipporah in marriage”.

SPARKLES: (Because some people actually think that you tried to make your name sound like OPRAH)
 Sporah: No way...Anyone who has been close to me from Africa like a good friend knows that SPORAH is my REAL PASSPORT NAME, and it has been since young age.




SPARKLES: Would you say that she is one of your role models or inspiration?
Sporah: Yes, she is one of my inspiration.


SPARKLES: For a young woman you get a lot of attention for being such in a public eye. Is it a benefit or a disadvantage?
Sporah:  It is a benefit, because it gives me a voice.


SPARKLES: What is the most important for you now as a young woman?
Sporah: Education and Working hard towards my career. 






 SPARKLES: What is your preferred type of man?
Sporah: Well the answer to this question can be easy and hard at the same time… as there are some very essential qualities which almost every woman demands in a man.
Because I  believe it’s not easy to find a man with all the packages that i need otherwise....So I’ll give you my top 6 on the list, then the rest I can deal with it.

1. The most important to me is a sense of humour - This is the most common yet most essential demand that I want a man to have. I like to stay around a man who knows how to make me laugh and keep me amused. I believe no female likes very intense or boring males. 

2. Purpose in life - To be honest, I like men who know what they want in life and have a strong path which they are following. We women always look for a man who has a vision and a strong desire to get somewhere in life. 

3. Honesty and decency - I like straight forward Men, I believe women don't like being cheated on or lied to any more... So if you're a chew 'em up and spit 'em out type man, your life will be a string of one-night stands followed by a bitter spinsterhood. So.. Its time for a change same as women lets us be honesty and decency so will have a happy and health relationship. 

4.  Mmh!.. A gentleman of cause!!! I mean this is for all of us.
Let me give a tip to my brothers out there…Women want a man who knows how to treat a lady well. I believe Women would not respect a man unless you know how to respect them. Therefore women prefer men who know how to pull chairs and open doors for them when needed. Yes I like that. 

5.  The next will be…. I like a man who knows how to carry himself well. 

6. Last but very essential is.. Romantic - This is one ingredient all women desperately want in their men… I believe romance is the foundation of any and every relationship therefore women always demand a man who knows the true art of romance.


SPARKLES: Would you put your career on hold for a relationship? (like getting married and building family)
Sporah: In a relationship where you have two people that want to move ahead and get more out of life….this should be very tricky...
I mean.. I would like to spend more time with my family and give my loved ones the best but at the same time, I would like to achieve my crucial career goals…
I think i can’t say much into this…Am just praying to God to have a life in which I could fulfill both my personal life as well professional ambitions with ease.


SPARKLES: What do you love apart from TV and interviewing?
Sporah: I love Acting, Cooking (I Love Food) and Dancing. 




SPARKLES: What is your  message to young girls?
Sporah: Believing in themselves and not allow to be influence


SPARKLES: What is your plan now after your education?
Sporah: Working harder


SPARKLES: Any message for the end?
Sporah: We should always remember that... Prevention is better than cure and too much of anything is harmful...
