The home secretary's husband, Richard Timney, has apologized for the "embarrassment" he caused his wife, while she has promised to repay the money spent, including the £10 ($14) charge for the two films, the British Press Association reported.
According to British media reports, Smith had not seen the videos and was "mortified" that they had "mistakenly" been paid for using her MP's expense account.
Timney, who Smith pays £40,000 ($56,000) a year to be her office manager, submitted an expense claim last June for a £67 ($95) Virgin Media bill for television services in the couple's family home in Redditch, Smith's constituency, The Guardian newspaper reported.
It reported the bill included two adult films, at a cost of £5 ($7) each, as well as two viewings of the heist movie "Ocean's 13" and one of "Surf's Up," a children's film about a penguin.
The revelations could not come at a worse time for Smith, who is already being investigated by the Parliamentary Commissioner for Standards over her decision to claim at least £116,000 ($164,000) in second-home allowances for her family home since becoming an MP.
She has claimed the second-home allowance for her family home while living with her sister in London. Smith designated her sister's house as her "main" residence, allowing her to claim the money for her family home.
Conservative and opposition leader David Cameron described the latest news as "deeply embarrassing" for Smith.
He said Smith had "questions to answer," PA reported.
"I do not think this individual thing is the issue. I think she has got some questions to answer about the second home issue. It does seem to me pretty incredible to claim that the home where her family is, that is not her main home.
"I think this goes to a deeper problem, which is the second home allowance for MPs. The prime minister has ordered a review but he has sort of kicked it into the long grass.
"The review doesn't start until September, it is not going to report until after the next election. That is hopeless. We have got to get on with it."
Prime Minister Gordon Brown defended Smith.
"The home secretary is doing a great job and I do not think this issue should be allowed to detract from everything she is doing to ensure we protect the public and keep our neighborhoods safe," he said.
"She has done the right thing by taking steps to rectify the mistake that was made as soon as she became aware of it.
"This is very much a personal matter for Jacqui. She has made her apology, her husband has made clear that he has apologized."
Last week Brown ordered a review of the complex and opaque system of MPs' pay and allowances.

John Comparetto said that as he came out of a stall in the men’s room, a man pointed a gun in his face and demanded money.
Mr Comparetto gave up his money and mobile phone. But when the man fled, Mr Comparetto and some colleagues chased him.
They arrested 19-year-old Jerome Marquis Blanchett of Harrisburg as he was trying to leave in a taxi.
When a reporter asked Mr Blanchett for comment as he was led out of court, he said: “I’m smooth.”
About 300 police from Pennsylvania and Ohio were attending the narcotics officers’ convention near Harrisburg.

6: Yob Andrew Kellett was slapped with an Asbo banning him from posting films of his antisocial antics on YouTube. In one of 80 clips, a car drives from a petrol station without paying, in another a wheelie bin is blasted with a firework and a third shows a man taking drugs. 7: Dopey burglar Peter Addison made it easy for police to track him down - by scrawling his name on a wall at the crime scene. The 18-year old wrote "Peter Addison was here" with black marker pen as he and friends raided a campsite for underprivileged children and went on a drunken wrecking spree. And when police tracked him down he did them another favour, by wearing a T-shirt he had stolen from the site to prove they had the right man.
8: Two would-be car thieves had their plans scuppered when they couldn't understand how to drive a manual. After holding up the owner at gunpoint the duo then spent several minutes trying to fathom out how to drive the Honda Accord to make good their escape in Georgia, U.S. However, before they could drive off police arrived and arrested them.
9: Germany's dumbest criminal was jailed for four years after he attempted to rob a bank wearing a mask that he couldn't see out of. He had to lift up his mask so he could demand money from the cashier which allowed cops to identify him.
10: Dim thieves stole presents from under a Christmas tree at a council's offices only to find out they were fake. Despite the boxes being unbelievably light and when shaken, would make no sound, they still made off with them thinking they had got their hands on a festive haul.

Tukio hilo la aina yake limedaiwa kutokea muda mfupi baada ya Mughenyi kutoa ushahidi katika kesi namba 14/2009 inayomkabili ofisa mtendaji huyo.
Akizungumza kwa njia za simu kutoka Iramba, mmoja wa watumishi wa mahakama hiyo ambaye hakutaka kutajwa jina, alisema kuwa kuna kila dalili kuwa ushahidi uliotolewa na shahidi huyo haukumridhisha mwanasheria Mchumi, kwa madai kwamba ulikuwa kinyume cha walivyokubaliana.
“Idd Mughenyi ni shahidi wa upande wa TAKUKURU kwenye kesi hiyo ambayo Ofisa Mtendaji wa Kijiji cha Mbelekese anatuhumiwa kuomba na kupokea rushwa, lakini juzi aliposimama kizimbani aliikana taasisi hiyo, kitendo ambacho kinawezekana kilimuudhi mwanasheria huyo ambaye ndiye alikuwa mwendesha mashtaka katika kesi hiyo,” alifafanua mtumishi huyo wa mahakama.
Aidha, mtumishi huyo alisema baada ya kesi hiyo kuahirishwa na kutoka nje ya mahakama, ndipo Mchumi alipomweka chini ya ulinzi shahidi huyo na kumtaka apande kwenye gari ili waende ofisi za TAKUKURU Wilaya ya Iramba.
Alisema kutokana na shahidi huyo kugoma kupanda gari kwa madai ya kutofahamu kosa, ndipo mwanasheria huyo alipoanza kumpiga makofi hadi kumuumiza kwenye jicho la upande wa kushoto na kumchania shati.
Alibainisha tukio hilo lilishuhudiwa na baadhi ya mahakimu, na kuongeza kuwa waliwaamru askari kwenda kuamua ugomvi huo, kisha kuwapeleka kituo cha polisi.

A TOP local government official in Dar es Salaam has roundly rebuked the ongoing trend of people clandestinely changing street names in the city without following proper channels, including getting the blessing of the City Fathers.
According to the Mayor of the Ilala Municipality, Abuu Jumaa, legal action will certainly be taken against such people once sufficient proof is obtained.
Referring specifically to a query by THISDAY on the name-change applied to one of the city’s most historically famous thoroughfares Kisutu Street, now apparently going by the name of ’PRAMUKH SWAMI’, Mayor Jumaa stated unequivocally:
’’My office has never received an official application to change the Kisutu Street name into an Indian name. Therefore, such an action is an insubordination to the city authority.’’
The mayor’s statement is a direct contradiction of that made last year by the former deputy mayor of the same Ilala Municipality, Mohamed Yakoub, who asserted in an interview with THISDAY that the Kisutu Street name-change had been given a formal stamp of approval.
’’All the (Ilala) municipality legal procedures were properly followed in changing the name of not only Kisutu Street, but also some other streets around the city centre,’’ Yakoub said.
But according to current mayor Jumaa, there are no records whatsoever showing the change of the traditional Kisutu name to ’PRAMUKH SWAMI.’
THISDAY last year ran a series of articles on the increasing trend of various streets within Dar es Salaam’s central business district, suddenly acquiring bizarre-sounding new names in highly mysterious circumstances.
It has been noted that skepticism is on the rise amongst members of the general public over the supposed ’secrecy’ shrouding the whole exercise, with open suggestions that corruption at certain local government levels may be involved.
The Dar es Salaam City Director, Bakari Kingobi, has conceded in the past that such street name changes could very easily cause confusion particularly for tourists who may be trying to find their way around the metropolis using officially-approved city maps.
According to Kingobi, only the city authorities have the mandate to administer such street name changes.
’’There is only one city authority - not two - responsible for administering such name-changes to the city streets. Anyone who tries to do so without informing this city authority, is violating the law and is liable for prosecution,’’ he said.
Speaking to THISDAY yesterday, Ilala Municipality mayor Jumaa said it amounted to sacrilege for anyone to change a street name on the basis of racial, tribal, or religious beliefs.
’’There are some basic criteria used to endorse suggestions for street name changes. Bias of any sort is not one of them,’’ he asserted.
He also said streets with traditionally famous names like Kisutu should be left alone, while anyone wanting to recommend a street name to suit their own needs should look for streets with no names at all � of which apparently there are still many.
According to Jumaa, the municipal authorities will seek explanations from the local government authorities regarding the Kisutu Street name-change in particular.
Any official found to have been responsible for wrongdoing in the whole episode will be taken to task through legal channels, he added.

“Bajaj ile ilikuwa inataka kupita gari jingine lililokuwa likitoka Morogoro Stores, bahati mbaya kukawa na gari lingine linakuja, ile bajaj ikabana upande wangu na mimi nilikuwa katika mwendo wa kati ya kilometa 80 hadi 100 kwa saa,“ alidai Chenge. Alidai kuwa baada ya kuona bajaj ile inakwepa gari la mbele wasigongane uso kwa uso, alirudi upande wa kulia ndipo alipoigonga ubavuni kushoto. "Gari la nyuma lingesimama, dereva wake angeweza kueleza vizuri, ila baada ya ajali nikasikia watu wanaita 'Chenge! Chenge!’ nikajua niko salama, nikashuka,“ alidai.
Aliendelea kudai kuwa aliposhuka, alikuta abiria wawili wanawake wakiwa bado wanapumua ingawa kwa shida, lakini walipofika trafiki hali zao zilizidi kuwa mbaya na katika kipindi hicho chote, dereva wa bajaj alikuwa haonekani. Naye askari wa usalama barabarani aliyefika katika ajali hiyo, Mustafa Salum, alimweleza Kivuyo juu ya tukio hilo, ambapo alisema alipata taarifa za ajali hiyo saa 10.30 alfajiri na alipofika eneo la tukio, alikuta tayari abiria hao wawili wameshafariki dunia. “Niliipeleka miili ya marehemu hospitali ya Mwananyamala, ila kwa mujibu wa watu waliokuwa eneo la tukio, waliowaona marehemu hao wawili katika ukumbi wa Maisha Club,“ alisema.
Naye kaka wa mmoja wa marehemu hao, January Constantine, alisema alipata taarifa za kifo cha dada yake, Beatrice Constantine (34) asubuhi na alikwenda kutambua mwili wake hospitalini, lakini kutokana na alivyopondeka alimtambua kwa alama za mwili. Alisema dada yake ni mfanyabiashara na mkazi wa Mwanza na kwamba aliwasili Dar es Salaam, akiwa na rafiki yake huyo na ilikuwa aondoke jana alfajiri kwenda Zanzibar kwa ajili ya harusi ya rafiki yake huyo. Gazeti hili lilishuhudia gari la Chenge kwa mbele likiwa na damu, nywele na mabaki ya ubongo ambao unasadikiwa kuwa wa mmoja wa marehemu hao. Polisi pia iliokota kipande cha fuvu la mtu katika eneo la tukio.
Gari hilo lilikuwa na stika ya Bima ambayo ilikatwa Juni 6, 2006 na kumaliza muda wake Juni 6, mwaka juzi. The 300-pound test was conducted on him after half a dozen boys claimed to have slept with schoolgirl pal Chantelle Stedman, 15.
Although Alfie was convinced he was the dad after a single night of unprotected sex with Chantelle, the DNA test proved the 4ft-tall pupil was not the father of her seven-week-old tot Maisie Roxanne.
According to The Mirror, Chantelle had told her half-sister Jodie O’Neill, 17, that her daughter’s father could have been one of the boys she slept with at her parents’ home in Eastbourne, East Sussex.
The paper further reveals that the teen girl also said that her mother Penny had ordered her to keep saying that she has been a virgin when she slept with Alfie.

Speaking in BrasÃlia at a joint press conference with Gordon Brown, the UK prime minister, Mr Lula da Silva told reporters: “This crisis was caused by the irrational behaviour of white people with blue eyes, who before the crisis appeared to know everything and now demonstrate that they know nothing.”
He added: “I do not know any black or indigenous bankers so I can only say [it is wrong] that this part of mankind which is victimised more than any other should pay for the crisis.”
Mr Brown appeared to distance himself from Mr Lula da Silva’s remarks. “I’m not going to attribute blame to any individuals,” he said.
Mr Brown was visiting Brazil as part of a five-day tour of Europe, the US and South America in preparation for the G20 summit to take place in London next Thursday. He made a joint appeal with Mr Lula da Silva for the world’s biggest economies to provide $100bn to boost global trade.
“I’m going to ask the G20 summit next week to support a global expansion of trade finance to reverse a slide in world trade,” Mr Brown said.
Mr Lula da Silva also spoke out strongly against raising trade barriers in response to the global crisis. “I compare protectionism to a drug,” he said. “Why do people use drugs? Because they are in crisis and they think the drug will help them. But its effects pass quickly.”
The two leaders’ remarks demonstrate the desire each will have to secure the other’s support during the G20 meeting.
Brazil – which has long campaigned unsuccessfully to be given a permanent seat on the United Nations Security Council – will argue for a bigger voice for Brazil and other emerging nations in multilateral organisations such as the International Monetary Fund and the Financial Stability Forum, a group of central banks and national supervisory authorities established in 1999.
Brazil is one of many nations calling for increased regulation of global financial markets and greater powers for multilateral regulators.
It will also call for a resumption and conclusion of the Doha round of talks at the World Trade Organisation.
In return for supporting such initiatives, Mr Brown will expect Brazil to endorse calls for fiscal stimulus in a bid to mitigate the impact of the global crisis, such as the proposed $100bn in trade finance.

Akizungumzia malumbano kati ya Mbunge wa Kyela Dk Harrison Mwakyembe na Mbunge wa Igunga Rostam Aziz, Dk Slaa alisema,
“Mradi wa kuzalisha umeme nimeushughulikia kwa miezi minane. Nilikwenda hadi kijiji cha Kisesida mkoni Singida ambako ndiko kampuni mbili za Power Pool East Africa ya Dk Mwakyembe na wenzake na Wind East Africa ya Rostam Aziz zimewekeza.
Kampuni ya Power Pool East Afrika ni ya wazalendo na imeshalipa fidia kwa wakazi wa kijiji cha Kisesida lakini ile ya Wind East Africa haijafanya hivyo, badala yake inabebwa na kiongozi wa ngazi za juu mkoani ambaye amekuwa akiwakejeli wanakijiji wa Kisesida. Ndiyo maana kuna kuwa na malumbano kati ya Rostam Aziz na Dk Mwakyembe,” alisema Dk Mwakyembe.
Akizungumzia tatizo la mgawo wa umeme ambalo litangazwa na Tanesco hivi karibuni, Dk Slaa alisema,"Baada ya kubainika kwa kashfa ya Richmond, Rais Kiwete alitangaza kuwa suala la mgawo wa umeme litakuwa historia katika nchi hii, sasa mgawo huu unatoka wapi tena? nendeni mkamwulize,” alisema Dk Slaa.
Aidha alimshangaa Rais Kikwete kwa kuendelea kumwacha madarakani Mkurugenzi wa Tanesco, Idriss Rashid wakati anatuhumiwa kwa ufisadi.
"Dk Rashid (PICHANI JUU) alihusishwa na ufisadi alipokuwa Gavana wa Benki kuu. Tumeshatoa vilelezo vyote kuthibitisha jinsi alivyoshiriki kwenye ununuzi wa rada na ndiyo maana sasa hivi anashirkiana na Dowans ili kununua mitambo yake kiufisadi. Uchunguzi uliofanywa na Tanzania Daima Jumatano umethibitisha pasipo shaka kwamba, fedha ambazo wabunge wamekuwa wakichuma kwa njia mbalimbali kwa kutumia nafasi zao za uwakilishi, zinaweza zikawa sababu mojawapo muhimu ya kuibuka kwa makundi yanayosigana ndani ya Bunge na hususan miongoni mwa wabunge wa Chama Cha Mapinduzi (CCM).
Kwa mujibu wa uchunguzi huo, gazeti hili limefikia hatua ya kutilia shaka kwamba, mzozo wa hivi karibuni, kati ya Mbunge wa Kyela, Dk. Harrison Mwakyembe na mwenzake wa Igunga, Rostam Aziz, kwa kiwango kikubwa unakuzwa kutokana na sababu za maslahi binafsi zaidi kuliko madai ya uzalendo na maslahi ya taifa.
Shaka hiyo ya Tanzania Daima Jumatano inatokana na ukweli kwamba, wabunge hao wawili ambao wote wawili ni wajumbe wa Halmashauri Kuu ya Taifa ya CCM kwa namna moja au nyingine wamepata kuwa au wanayo maslahi ya wazi na ya moja kwa moja katika sekta ya nishati.
Kauli ya hivi karibuni ya mmiliki wa Kampuni ya Dowans Tanzania Ltd, Mohammed Al Adawi, kukiri kwamba aliwekeza katika sekta ya nishati kwa ushawishi wa Rostam sambamba na ile ya kubainisha kuwa kampuni ya mbunge huyo ilipata kuingia katika zabuni ya kutaka kufanya kazi za ujenzi katika mradi wa kuzalisha umeme wa dharura, ni ushahidi wa wazi wa namna mwanasiasa huyo alivyo na maslahi ya moja kwa moja katika sekta ya nishati.
Kama ilivyo kwa Rostam, taarifa za hivi karibuni, zilizothibitishwa na Mwakyembe mwenyewe
kuwa ni mmoja wa wakurugenzi waanzilishi wa Kampuni ya Power Pool East Africa Ltd yenye malengo ya kuzalisha umeme wa upepo kutoka mkoani Singida, ni ushahidi kwamba naye anayo maslahi ya moja kwa moja katika sekta ya nishati.
Kuingia kwa Rostam na Mwakyembe katika sekta ya nishati, kwa kiwango kikubwa kunaonyesha namna wabunge, hususan wale wa CCM walivyojizatiti kutumia fursa zao za kisiasa kujinufaisha kiuchumi, nyuma ya kivuli cha uwekezaji
kupitia sheria ya soko huria.
Kama hiyo haitoshi, mzizi wa fitina kuhusu ukweli kwamba Bunge limekuwa likitumiwa kama kiota cha wanasiasa kuvuna mamilioni, zilithibitishwa mkoani Kilimanjaro juzi na Katibu Mkuu wa CHADEMA, Dk. Wilibrod Slaa ambaye alisema mshahara anaolipwa mbunge kwa mwezi unafikia sh. milioni saba, hiyo ikiwa mbali na posho nyingine.
Dk. Slaa alitaja kiwango hicho cha mshahara wake wakati akihutubia wakazi wa mji mdogo wa Hedaru, wilayani Same katika mfululizo wa mikutano ya Operesheni Sangara inayoendeshwa na CHADEMA.
Wakati Dk. Slaa akibainisha ukweli huo, uchunguzi wa Tanzania Daima Jumatano umebaini pia kuwa wabunge wanaweza kujikusanyia mamilioni ya shilingi kwa kuhudhuria vikao mbalimbali vya kamati za kudumu za Bunge, semina na safari za ndani na nje ya nchi.
“Ndugu zangu, afadhali msijue mshahara anaolipwa Dk. Slaa kama mbunge, mkijua nalipwa shilingi ngapi mnaweza hata kunipiga mawe,” alisema Dk. Slaa wakati akihutubia mkutano huo na kuitikiwa na sauti za wananchi wakimtaka ataje mshahara wake.
“Mnataka kuujua mshahara wangu, ninalipwa sh milioni saba kwa mwezi. Haki iko wapi? Mimi nalipwa milioni saba, na posho yangu kwa siku ni sh 135,000. Haya ni malipo makubwa mno, fedha ninayopata kwa siku inaweza kuzidi hata mshahara wa mwezi mzima wa polisi. Muulizeni yule polisi pale analipwa shilingi ngapi msikie.
“Juzi nimetaja posho za wabunge na kusema zipunguzwe, lakini Spika wa Bunge analalamika eti naingilia haki na madaraka ya Bunge, sasa leo nasema ninalipwa jumla ya shilingi milioni saba kwa mwezi, acha posho za bungeni. Kweli hii ni haki?” alisema Dk. Slaa.
Alisema kuwa akiwa raia huru, ana haki ya kutaja kwa hiari yake kiwango cha mshahara wake, hasa pale anapoona kuwa kulipwa kiwango hicho ni kutowatendea haki mamilioni ya Watanzania maskini wanaolipa kodi zao wakitegemea serikali iwakomboe kutoka kwenye lindi la umaskini.
Dk. Slaa alisema wabunge wengi wa CCM akiwamo Spika wa Bunge, Samuel Sitta, hawawezi kuunga mkono hoja hiyo kwa vile wapo bungeni kwa ajili ya kutafuta maslahi yao binafsi.
“Wafanyakazi wengi na Watanzania wanateseka kwa mishahara midogo na maisha duni, mamilioni haya ya fedha kwenda mifukoni mwa watu ni aibu kwa nchi na CHADEMA tunasema hapana, fedha hizi ziende katika masuala ya kusaidia jamii na kuongeza mishahara ya walimu, polisi, mahakimu na watendaji wengine,” alisema Dk. Slaa huku akishangiliwa na mamia ya wakazi wa Hedaru waliohudhuria mkutano huo.
Alirejea kauli yake ambayo amekwishakaririwa akiitoa mara kadhaa kuwa Spika Sitta, anapaswa kujiuzulu nyadhifa alizonazo katika CCM, ili awe huru kuliongoza Bunge kwa maslahi ya Watanzania badala ya kushinikizwa na maslahi ya chama chake.
Dk. Slaa alitoa kauli hiyo ikiwa ni siku chache baada ya Mwenyekiti wa Chama cha Wananchi (CUF), Prof. Ibrahim Lipumba, kushangazwa na hatua ya Rais Jakaya Kikwete kuendelea kuwateua wabunge wa CCM kuwa wajumbe katika bodi za mashirika ya umma.
Akizungumza wiki iliyopita katika mkutano uliondaliwa na Jukwaa la Wahariri, Prof. Lipumba alisema, hatua hiyo ya Rais Kikwete mbali na kuwahalalishia wabunge ulaji, inazoretesha utendaji wao katika kuyasimamia ipasavyo mashirika hayo ambayo utendaji wake wa kazi unapaswa kusimamiwa na taasisi hiyo muhimu ya dola.
Wakati hali ikiwa hivyo katika mishahara ya wabunge, Tanzania Daima Jumatano limebaini kuwa wabunge wamekuwa wakilipwa mamilioni ya fedha wakati wanapokutana na baadhi ya taasisi za umma ambazo kamati za Bunge zinazisimamia shughuli zake.
Taarifa za hivi karibuni ambazo gazeti hili limezipata zinaonyesha kuwa, Shirika la Ugavi wa Umeme nchini (Tanesco) lilitumia jumla ya sh milioni 16 kwa ajili ya kulipa posho na usafiri wabunge kutoka majimboni mwao, pamoja na makatibu wawili waliohudhuria kikao cha dharura kilichowakutanisha Waziri wa Nishati na Madini, William Ngeleja, Kamati ya Bunge ya Kamati ya Nishati na Tanesco.
Taarifa kutoka ndani ya ofisi ya Bunge, zinaeleza kuwa licha shirika hilo kuwa na hali mbaya kifedha, lililazimika kuingia gharama hizo baada ya ofisi ya Bunge kuitaka Wizara ya Nishati na Madini kuwagharamia wabunge hao kwa sababu Bunge halikuwa na fedha katika kikao chake cha Desemba mwaka jana.
Katika hali ya kushangaza, habari za wanakamati hao wa Kamati ya Bunge ya Nishati na Madini kulipwa posho na gharama zao nyingine na Tanesco wakati wakihudhuria kikao hicho zimewafanya wabunge, Katibu wa Bunge na Spika kutofautiana.
Spika Sitta, jana alilithibitishia Tanzania Daima Jumatano kuwa, wajumbe wa Kamati ya Nishati na Madini walilipwa posho na gharama za usafiri kwa sababu Bunge halikuwa na fedha wakati Waziri wa Nishati na Madini, Ngeleja alipotaka kukutana na kamati hiyo ili kupata ushauri.
“Lolote linaweza kutokea kutegemea na nani amewaita, kama wameitwa kusaidia jambo ambalo halimo kwenye utaratibu wa Bunge wanalipwa na aliyewaita. Na katika hili ilikuwa hivyo, ninalifahamu vizuri sana, waziri aliomba kukutana na kamati wakati muda wa Bunge ukiwa umepita, Katibu wa Bunge alimuandikia akimueleza kuwa Bunge halina fedha ila kama wizara yake inaweza, basi ilipe posho na gharama za wabunge hao kusafiri hadi Dar ili aweze kukutana
nao.
“Hivyo ndivyo ilivyokuwa, sasa mimi sijui kama ililipa wizara, Tanesco au nani, la msingi hawakulipwa na Bunge, na kama wabunge ambao ni wanakamati wanakanusha hili, ni watu wa ajabu kwa sababu sijui wanaogopa nini kueleza ukweli,” alisema Spika.
Kwa upande wake, Mwenyekiti wa kamati hiyo ambaye pia ni Mbunge wa Bumbuli, William Shellukindo (CCM), alipozungumza na gazeti hili kupitia simu yake ya kiganjani, alikana kupokea senti tano kutoka Tanesco wakati wakihudhuria kikao hicho na kueleza kuwa, kamati yake iliitwa na Spika na malipo yalifanywa na Bunge.
“Hatukumuomba mtu hela, sielewi lolote, sisi tuliitwa na Spika na malipo yetu yalishughulikiwa na Bunge,” alisema Shellukindo na kusisitiza kuwa, kanuni za Bunge zinaeleza wazi kuwa wabunge wanapokuwa katika vikao vilivyo na baraka za Spika, iwe bungeni au nje ya Bunge, posho na gharama zao nyingine zinalipwa na Bunge na si taasisi nyingine yoyote.
Alipoulizwa kuhusu hilo, Waziri wa Nishati na Madini, Ngeleja alieleza kuwa Tanesco ililazimika kulipa gharama hizo kwa wabunge licha ya kikao hicho kufanyika kwa ridhaa ya Spika, baada ya Bunge kueleza kuwa halikuwa na fedha kwa ajili ya kulipa posho na gharama za usafiri kwa wabunge.
Wakati wanasiasa hao wakivutana kuhusu mfumo huo wa ulipaji posho, Katibu wa Bunge, Dk. Thomas Kashillilah, alipotafutwa na Tanzania Daima Jumatano
ili kutoa ufafanuzi wa jambo hilo, alieleza kuwa wabunge wote wanapokuwa katika shughuli za Bunge, ikiwamo vikao vya kamati za kudumu za Bunge, posho na gharama zao nyingine zinalipwa na ofisi ya Bunge, na si vinginevyo.
Alisisitiza kuwa, Tanesco haiwezi kuliwalipa posho wabunge wakiwa katika kikao cha kamati ya kudumu ya bunge na kuongeza kuwa katika utumishi wake ndani ya taasisi hiyo, hajawahi kuona fedha za Tanesco zikitolewa kwa ajili ya kulipa posho wa wabunge.

HABARI YA PILI :Chama tawala chaambiwa kuacha kutisha wananchi kuhusu ufisadi

KATIBU mkuu wa Chadema, Dk Willibrod Slaa amemtaka katibu mwenezi wa CCM, John Chiligati, kuacha vitisho dhidi ya upinzani, akisema kuwa wataendelea kufichua ufisadi uliotanda kwenye chama hicho tawala.
Chiligati alivionya vyama vya upinzani kuwa visitumie ufisadi kama ngazi ya kujipatia umaarufu, huku akionya kuwa kuendelea kuishutumu CCM kunaweza kuhatarisha amani kwa sababu kama watu milioni nne watachukia (akimaanisha wana-CCM), hakutakuwa na amani.
Lakini Dk Slaa, mmoja wa wabunge ambao wamesimama imara katika kufichua na kupiga vita ufisadi, alisema hakuna ubishi kuwa CCM imeingia madarakani kwa kuchotewa fedha kutoka Akaunti ya Malipo ya Madeni ya Nje (EPA) na kama kinapinga, basi kiende mahakamani. Kauli hiyo ilitolewa jana na Dk Slaa wakati akihutubia mkutano wa hadhara katika kata ya Hedaru na Makayanya wilayani Same na baadaye kukutana na waandishi wa habari.
Dk Slaa alisema Chadema ina ushahidi wa maandishi jinsi CCM ilivyokuwa inachotewa fedha za EPA kupitia kampuni ya Kagoda, hivyo kama inaona inapakwa matope, inaweza kwenda mahakamani kulalamika na sio kutoa vitisho kupitia vyombo vya habari.
“Tunamshangaa sana Chiligati na tunamuomba aache vitisho. Tunao ushahidi hadi muhtasari wa kikao kilichoongozwa na rais mstaafu kikielezea jinsi walivyokuwa wanajichotea fedha za EPA na pia ujumbe mfupi kutoka kwa katibu mkuu wa CCM kwenda Benki Kuu kuomba fedha hizo. Sasa wanaposema hawahusiki na EPA tunawashangaa,” alisema Dk Slaa.CHANZO: Mwananchi
RC atakiwa kuwaomba radhi wananchi

MKUU wa Mkoa wa Singida, Vincent Parseko Kone, ametakiwa kuitisha mkutano wa hadhara katika Kijiji cha Kisasida, Wilaya ya Singida na kuomba radhi kwa wanachi na mwenyekiti wa kijiji hicho, kwa kuwatukana hadharani na kuwalipa fidia ya sh milioni moja.
Kauli hiyo imekuja siku chache baada ya Mwenyekiti wa kijiji hicho, Ramadhani Mwankumbi, kutoa taarifa kuwa anakusudia kumfikisha mkuu huyo wa mkoa mahakamani kutokana na kumtukana hadharani wakati akiwa katika mkutano wa hadhara kijijini hapo.
Kwa mujibu wa barua aliyoandikiwa jana, Mkuu wa mkoa huyo, kutoka kwa Kampuni ya uwakili ya M/S TUNDU A.M. LISSU Advocates, yenye kumbukumbu namba TAML/SDG/RSM/KSSD/09/01, na kusaniwa na wakili wa kujitegemea Tindu Lissu, ilieleza Februari 24, mwaka huu, mkuu huyo wa mkoa alienda katika kijiji hicho na kutumia cheo chake kwa lengo alilodai kuwa ni kukagua mradi wa kilimo cha umwagiliaji. Badala ya kutembelea mradi huo, kama alivyodai, aliomba kumwona Mwenyekiti wa Kijiji Mwankumbi, na kuanza kumfokea mbele ya wanakijiji wenzake, viongozi wa mkoa na wananchi wengine wengi kwa madai kuwa ameshirikiana na mtu mwingine aitwaye, Josephat Isango, kumchafulia jina lake.
“Mteja wetu alipoomba nafasi ya kujieleza juu ya tuhuma ulizokuwa unamrushia ulikataa na badala yake ulianza kumtukana matusi mazito, baada ya kumtukana ukaondoka na kurudi Singida,” ilieleza sehemu ya barua hiyo. Pia barua hiyo ilieleza kisheria maneno hayo, ambayo yalitolewa na mkuu huyo wa mkoa ni kosa na ni kashfa dhidi ya mteja wao, na yamemdhalilisha, kumnyanyasa, kumvunjia heshima aliyokuwa nayo mbele ya wanakijiji waliomchagua na kumpa dhamana.
“Maagizo kutoka kwa mteja wetu ni kukutaka wewe Parseko Kone, utembelee tena Kijiji cha Kisasida na kuitisha mkutano wa hadhara wa wanakijiji wote na uwaombe radhi hadharani kwa maneno ambayo sisi tutakuelekeza.
“Aidha, tunakuagiza ufanye ziara ya mkutano huo wa kuomba radhi ndani ya siku 14, kutokea leo (jana), pia mteja wetu anadai umlipe sh milioni moja kama gharama za ufuatiliaji kwetu,” ilieleza barua hiyo.
Lissu, alidai kuwa mkuu huyo wa mkoa, endapo atashindwa kufanya hivyo, au kupuuza kutekeleza matakwa yao watamfungulia kesi ya madai katika mahakama watakayoichagua wao. Aliongeza pia kama Kone atashindwa kutekeleza madai yao, hawatasita kumdai fidia zaidi ya fedha na nafuu nyinginezo za kisheria dhidi yao.
Mwishoni mwa wiki iliyopita Kone alizungumza na Tanzania Daima, alikanusha tuhuma hizo zinazomkabili na kudai kuwa alikwenda katika kijiji hicho kukagua mradi wa umwagiliaji na hakumtukana kiongozi yeyote.

Nape alitoa kauli hiyo jana alipotakiwa kutoa maoni yake kuhusu hali ya kisiasa nchini, hususani malumbano yanayoendelea sasa kati ya Mbunge wa Igunga, Rostam Aziz na Mbunge wa Kyela, Dk. Harrison Mwakyembe.
Bila kutaja majina ya watu, Nape alisema chimbuko la malumbano hayo aliyoyaita ya kipuuzi ni kashfa nzima ya kampuni ya kufua umeme wa dharura ya Richmond, iliyosababisha aliyekuwa Waziri Mkuu, Edward Lowassa, aliyekuwa Waziri wa Nishati na Madini, Nazir Karamagi na aliyekuwa Waziri wa Jumuiya ya Afrika Mashariki, Dk. Ibrahim Msabaha, kujiuzulu.
Huku akiwa makini kuchangua maneno ya kuzungumza, Nape alisema malumbano hayo yanaonyesha kuna baadhi ya watu hawakuridhika na taarifa ya Kamati Teule ya Bunge iliyoongozwa na Dk. Mwakyembe, hivyo kuna ulazima wa hoja hiyo kurudishwa tena bungeni ili kukata mzizi wa fitna.
“Kuna kila dalili kuwa mafisadi wamejipanga kuhakikisha nchi haitawaliki, ndiyo maana mijadala isiyo na kichwa wala miguu inaibuka kila kukicha hata kwa mambo ambayo yamekwishaamuliwa na chombo kikubwa kama Bunge,” alisema.
Katika kuthibitisha kauli yake, Nape alisema ana taarifa za siri kuwa kuna baadhi ya mafisadi wamekuwa wakifanya mikutano ya faragha ambapo pamoja na mambo mengine, wamepanga kuhakikisha nchi haitawaliki kwa kuibua hoja na mijadala kupitia baadhi ya vyombo vyao vya habari.
“Tunakoenda ni kubaya, ila naamini serikali iko imara na CCM kama chama tawala, tutaomba tulizungumze kwenye vikao vyetu kwa nia njema ya kuliokoa taifa linalovurugwa na watu wachache wenye fedha,” alisema Nape.
Nape alisema ili kuhakikisha Tanzania haiyumbishwi, aliwataka wananchi kupuuzia mjadala wa sasa kwa madai kuwa hauna tija na una lengo la kuhatarisha amani na utulivu uliopo nchini.
Kuhusu mjadala wa ununuzi wa mitambo ya kampuni ya kufua umeme wa dharura ya Dowans iliyorithi kutoka Kampuni ya Richmond, kada huyo wa CCM alisema anashangazwa na uamuzi wa Shirika la Umeme Tanzania (TANESCO), kuomba kibali cha Bunge au kamati zake.
“Kwani TANESCO wanapoenda kununua transfoma na vifaa vingine, wanaomba kibali cha Bunge? Kama si hivyo, kwa nini wanataka kuhalalisha ununuzi wa mitambo ya Dowans kupitia kamati za Bunge? Hata hivyo, Bunge lilishatoa msimamo wake juu ya hilo, kama kuna mtu hakuridhika, alirudishe bungeni na si kuwagawa Watanzania kwa mijadala isiyoisha na vitisho,” alisema Nape.
Mwanasiasa huyo machachari aliwataka mafisadi kutambua kuwa hata wakiibua mijadala ya kuwagawa Watanzania kama ilivyo sasa, hakutabadili ukweli kwamba Richmond na hata mrithi wake Dowans, ndio waliolifikisha taifa hapa lilipo.
Kwa upande wake, Mbunge wa Maswa, John Shibuda, alisema malumbano yanayoendelea sasa kati ya Dk. Mwakyembe na Rostam kumetokana na upepo wa kisiasa ambao wakati mwingine huleta tija katika kukuza demokrasia.
Hata hivyo, Shibuda ambaye hupenda kuzungumza kwa mafumbo, alisema mjadala huo umejikita kwenye hila na visa vya kufunika mema na mazuri ya mtu.
“Mimi naona hayo ni mapepo ya kisiasa na mtenguko wa fikra ambao umeleta mng’atuko dhidi ya dhulma, lakini ni mjadala wa heri kwa maana kuwa unawafanya watu kutoa manung’uniko yao, bila hivyo hali ingekuwa mbaya siku moja, kwa hiyo naona mjadala uendelee,” alisema Shibuda.
Mbunge wa zamani wa Morogoro Vijijini, Semindu Pawa (CCM), aliiambia Tanzania Daima jana kuwa, mjadala huo sasa umechacha na kuwataka waandishi wa habari kuachana nao.
“Mimi sitaki kusema nani yuko sahihi, lakini nasema mjadala huo umechacha, umepitwa na wakati, wanahabari mkiacha tu, hautausikia tena, lakini naweza kusema wanahabari ndio mnaoukuza, waacheni,” alisema Semindu Pawa.
Mwishoni mwa wiki, Dk. Mwakyembe alijibu tuhuma zinazomhusisha na kumiliki kampuni binafsi ya kuzalisha umeme kuwa ni kazi mahususi inayofanywa na majeruhi wa vita ya ufisadi, ambao waliumizwa na matokeo ya kazi ya Kamati Teule ya Bunge ya kuchunguza mkataba wa Kampuni ya Richmond, ambayo yeye alikuwa mwenyekiti wake.
Hatua ya Mwakyembe kujibu tuhuma hizo, ilikuja baada ya magazeti mawili ya kila siku, (si Tanzania Daima) kuchapisha habari zinazomhusisha yeye na umiliki wa hisa 1,000,000 zenye thamani ya jumla ya sh bilioni 1.5 katika Kampuni ya Power Pool East Africa Ltd.
Mbali ya habari hizo kuandikwa katika magazeti hayo mawili; moja la binafsi na jingine la serikali, nyaraka kadhaa zinazomhusisha Mwakyembe na kampuni hiyo, zimesambazwa katika mtandao wa intaneti.
Taarifa hizo pia zinamtaja Mbunge wa Lupa, Victor Mwambalaswa ambaye ni Mjumbe wa Bodi ya TANESCO, kuwa miongoni mwa wanahisa wa kampuni hiyo binafsi ambayo wakati fulani Mwakyembe alipata kuwa mtendaji mkuu wake.
Taarifa hizo zinajaribu kujenga hoja zinazojaribu kumuondolea Mwakyembe uhalali wa kuendelea kudai kupambana na ufisadi ndani na nje ya Bunge ilhali yeye mwenyewe akionekana kuwa na ukwasi mkubwa unaotiliwa shaka.
Pia zinaonyesha kuwa, Mwakyembe licha ya kuwa na hisa nyingi katika kampuni hiyo, ameisaidia katika mambo mbalimbali ambayo hata hivyo hayakufafanuliwa, wakati akiwa katika wadhifa wa mtendaji mkuu.
Kwa mujibu wa uchunguzi wetu, lengo kuu la kusambaza nyaraka hizo ni kujaribu kumnyoshea kidole Mwakyembe na kujaribu kumuondolea uhalali wa kuendelea kupigania sekta ya nishati ilhali yeye mwenyewe akijua kuwa na maslahi.
Mwakyembe ambaye kitaaluma ni mwanasheria, alisema kuwa katika Kampuni ya Power Pool East Africa Ltd, hakuwezi kukamsababishia akaingia katika mgogoro wowote wa kimaslahi kutokana na ukweli kwamba, kampuni hiyo iliyosajiliwa kwa Wakala wa Usajili wa Makampuni (BRELA), bado ipo katika hatua ya awali ya mradi ambao bado haujaanza kuzalisha.

‘‘Kwa mujibu wa sheria ya makampuni, majina yanakuwapo mpaka hapo kampuni itakapoanza ‘ku-take off’ (kuanza kazi). Sikuweza kuitaja kuwa ni sehemu ya makampuni yangu, kwa kuwa bado ilikuwa katika hatua ya mradi,” alisema Mwakyembe.
Mwanasiasa huyo alikwenda mbele zaidi na kuwaeleza wanahabari hao ambao miongoni mwao walionekana dhahiri kukabiliana naye kwa njia ya malumbano kuwa, hata wakati akiandikisha mali anazomiliki chini ya sheria ya viongozi kutangaza mali wanazomiliki, hakuitaja kampuni hiyo ya Power Pool kwa sababu hizo hizo za kutoanza kwake kazi.
Akifafanua tuhuma hizo dhidi yake, alimgeukia mbunge mwenzake wa CCM, Rostam Aziz na kumtuhumu kuwa nyuma ya habari zote mbaya zinazoandikwa dhidi yake.
Huku akilitaja jina la Rostam mara kadhaa, Mwakyembe alisema ni jambo ambalo haliingii akilini kwa mtu ambaye amechafuka kuamua kutumia maji taka kujisafisha.

According to details from the financier - Barrick Tanzania - the project was suspended early in January this year after Tanesco - Tanzania Electricity Supply Company - failed to adhere to the financing conditions issued in order to ensure that the billions are not swindled by some corrupt top officials within the state-owned company.
Barrick Tanzania had agreed to finance the $300million Mnazi bay power project, which could have produced 300megawatts, and forestalled the looming power crisis.
According to inside information, Barrick Tanzania, being one of the potential clients of the proposed deal, was approached by Tanesco and Artumas through a Power Purchasing Agreement (PPA).
Under this arrangement, Barrick, as a prospective client was to consider the possibility of investing in a generating company, TanGen, and recover its investment through sale of power under the Power Purchase Agreement.
It is through this arrangement that Barrick Tanzania was ready to give the needed billions to finance the stalled project.
Investigations conducted by The Guardian on Sunday have established that earlier, Barrick Tanzania, being alarmed by the financial mismanagement within Tanesco, gave the latter a condition that the two should open a joint venture account in order to manage the Sh390billion($300million).
But for unknown reasons, Tanesco flatly rejected the proposal, insisting that it should be given full mandate to control the $300million.
However, the move was strongly rejected by Barrick which among other things questioned the intention of Tanesco of declining to operate a joint venture account with the financier.
A senior official from Barrick Tanzania who declined to be named citing the sensitivity of the current power debate told The Guardian on Sunday this week: ``I am surprised, they (Tanesco) are crying to buy $50million Dowans plants while they have failed to utilise a $300million deal from us…This is a shame.
``We were surprised to hear that Tanesco management wasn`t ready to agree with a very simple condition they were being given by Barrick…And this led us to think that perhaps there were hidden motives about our money.``
After failure to agree on how to manage the billions which is close to the company`s annual revenue collections, Barrick Tanzania`s management decided to stop financing the project, casting a bleak future on the country`s energy sector.
Surprisingly on February 21, this year, while tabling the financial recovery plan of Tanseco before the parliamentary committee responsible for overseeing all publicly owned corporations, the Company`s Managing Director, Dr. Idris Rashidi, told the committee that he wasn’t aware why Barrick Tanzania pulled out of the project.
``This has come as a surprise to us because we banked our hopes on this project…we were shocked to learn that the financier had pulled out of the
project, `` the MD told the committee, indicating that he wasn’t aware why Barrick had pulled out at the final stages.
But contacted for comment, the Minister for Energy and Minerals, William Ngeleja said: ``I have already started a process to rescue the project…It is true that the negotiations hit a snag recently, but I am working on it.
``I have organised a meeting on March 25 at my office that will involve all concerned parties - Barrick, Tanesco and Artumas - to discuss how to rescue the plan.``
The Minister went on: ``You know that in any deal there`s always disagreement about contentious issues but that can be sorted out…I will ensure that the country gets the 300 megawatts electricity as planned.”
The revelations come after three weeks of a verbal wrangle between prominent leaders, focused on accusations and counter-accusations over an alleged hidden agenda on the proposed 60bn/- Dowans takeover, a situation that has opened the floodgates of mudslinging politics.
The two parliamentary committees - the one led by legislator Kabwe and the other chaired by fellow legislator William Shelukindo - have strongly differed on the Dowans deal, raising a heated debate during the past few weeks.
The company currently purchases about 59 percent of its power from private producers, which according to financial details eats up to 83 percent of the total revenue collected annually.
With dilapidated infrastructure built mainly during the 1970s, the company`s power supply capacity is estimated at 595 megawatts.
This year, the actual demand is 787 megawatts - creating a deficit of 192 megawatts.
According to available details, the company has only 670,000 customers.
Last year, the company planned to increase its customer base by about 100,000, but the target couldn’t be reached due to financial straints.
Still, based on the current economic growth, demand for electricity is estimated to increase by 15 percent annually, while the production capacity continues to dwindle due to various technical and non-technical factors.
Since there are no comprehensive power generating plans in 2010, the power deficit will surge to 300 megawatts, putting the country at risk of facing an even worse phase of power rationing.
Currently, the state-owned company needs about $200m for major repairs on its dilapidated infrastructure, but so far there’s nowhere to get the money from.
Just two years ago, the company borrowed $300m from a consortium of local banks at 10 percent interest per annum, but almost 80 percent of that money was spent on settling outstanding debts.
Currently according to the inside details, Tanesco is on the brink of collapse due to the heavy costs of operations, largely attributed to capacity charges.
In 2004, the company paid 43/- to private power producers for every 100/- it collected in revenue. By 2006, when dubious government deals were made with private companies, that figure had more than doubled, to 104/- for every 100/- collected, according to the parliamentary committee presentation.
In 2007/08, the company spent 83/- for every 100/- it collected to foot the bill of power generated by private producers, but this year, the figures will soar even higher - to 106/- for every 100/- collected, according to the financial recovery plan seen by The Guardian on Sunday.
In other words, 83 percent of the total revenue collected by the state-owned utility company will go to private power producers, leaving the company in dire financial straits.
Over the past two years, the company`s revenue collection has spiked by 122 percent, reaching 437bn/-, a year up from 196bn/- in 2006.
Today, the company`s electricity loss - meaning the amount of energy lost when transmitted from point A to point B - is 24 percent, a staggering amount when compared to countries like South Africa where that loss is below 4.5 percent.

CONTROVERSY surrounds the mysterious disappearance of a large consignment of local currency notes with a value running into millions of Tanzanian shillings, as it was being airlifted into the country from Germany on a Qatar Airways flight.
Sources within the Bank of Tanzania (BoT) have confirmed the apparent large-scale theft which was discovered on arrival at the Julius Nyerere International Airport in Dar es Salaam early last week.
It has yet to be established exactly at what point the consignment of bank notes got stolen whether it was in Germany, where the notes were manufactured; in Doha, where the flight made a stopover; or at the final JNIA destination in Dar es Salaam.
According to THISDAY findings, the consignment contained crisp new bank notes of 10,000/- denomination. However, the exact number of such notes involved � and hence the total value of the package � could not be immediately verified.
’’The consignment arrived at the airport in Dar es Salaam on the evening of Monday, March 9. But because the following day was a Maulid holiday, it could not be dealt with until Wednesday, March 11. That’s when it was discovered that the notes were gone,’’ said an informed BoT source.
It is understood that besides the new 10,000/- notes, the consignment also contained a substantial amount of old local currency notes that had long been removed from circulation.
Said the source: ’’The old notes were under audit query...during an earlier auditing exercise, the auditors wanted to know why these notes had not been returned for so many years since being sent to the printers overseas because of various technical problems.’’
But it remains unclear of what use the old notes long out of circulation were expected to be at this moment in time, or whether the government or central bank has received or is expecting any compensation from the company manufacturing the notes.
The discovery of a consignment of defective Tanzanian currency notes with a total value of 3.5bn/- back in 2001, led to serious repercussions including the launch of an official investigation by the then Prevention of Corruption Bureau (PCB).
However, no arrests or prosecutions were ever made.
The notes were printed by the German company Glesecke & Devrient Gmbh, on behalf of the Bank of Tanzania (BoT). They were of 1,000-shilling denomination, amounting to a total value of $3,237,492.
Following this scandal, the government vetoed central bank plans to award another print order to the same German firm, while the defective notes were said to have been quietly withdrawn from circulation.

The Government is assessing the impact of the global financial crisis on the Tanzanian economy.
The deputy minister for Finance and Economic Affairs, Mr Omar Yusuf Mzee, told The Citizen yesterday by phone that officials from his ministry had been dispatched to regions to talk to stakeholders on problems facing them as a result of the global financial crisis.
"I am in Kigoma on a similar mission and my colleague [deputy minister Jeremiah Sumari) is in southern regions," he said.
The assessment is aimed at collecting crucial information on the crisis. He said his tour would take him to Kigoma, Tabora, Singida and Dodoma regions while Mr Sumari would visit Lindi and Mtwara regions to gather similar information.
"We need to know the real picture when we call stakeholders to a national meeting to discuss the crisis.During the meeting we will focus on how we can help businesses which have been affected," he said.
He said a national roundtable with chief executive officers of various firms to discuss the situation would be held soon after completing the assessment.
Bank of Tanzania (BoT) Governor Benno Ndulu, did not say what the Government could do to shore up businesses amid the crisis.
"I cannot say that the Government will offer stimulus packages to affected businesses. But we are aware of the situation and we are planning something for our local entrepreneurs," he said. Prof Ndulu said BoT was closely following the developments.
He noted that so far there was no indication that local banks would face difficulties in the near future as a result of the global crunch.
"People should go on with their activities; there is no need to worry as we are closely following the developments here and abroad. In case of any serious problem, we will issue an alert immediately," he said.
Recently, Finance and Economic Affairs minister Mustafa Mkulo did not rule out direct Government intervention, as members of the business community called for a state plan to save them from collapse.
He said during the forthcoming roundtable meeting, the Government would discuss with CEOs and draw up a joint strategy to deal with the problem.
"Our intervention will be within the limitations of the budget and it is my hope, as the Finance minister, that our engagement will be effected as soon as possible. It should be before the conclusion of the budget proposals," he said.
"If employers are thinking of retrenching workers, this will be discussed to see the best way in which the Government could assist," said Mr Mkulo.
Many countries are offering stimulus packages to private companies.
Such countries include the United States where the financial crunch started, sending financial institutions crumbling.The ministry has dispatched its team to regions at a time when businesses are calling for quick plans to remedy the situation.
The Association of Tanzania Employers (ATE) has confirmed that it had received urgent appeals for assistance from three companies. ATE executive secretary Aggrey Mlimuka warned of difficult times ahead unless the Government intervened.
The Tanzania Horticultural Association bemoans a 50 per cent business slump.It has urged the Government to support the small-scale growers and supply chains using a portion of the money that President Jakaya Kikwete pledged to give to agriculture.
It has also asked for the rescheduling of loans through commercial banks with BoT's intervention.
