NIANZE makala haya kwa kuomba radhi kutokana na kutoweza kuwaletea safu hii katika toleo la wiki iliyopita, kutokana na sababu zilizokuwa nje ya uwezo wangu.

Wiki iliyopita kulisikika kishindo kikubwa katika medani ya siasa za huko nyumbani, baada ya Rais Jakaya Kikwete kuwafukuza kazi mawaziri wanne (japo mmoja alitangaza kuwa amejiuzulu).

Uamuzi huo wa Rais ni matokeo ya ripoti iliyosomwa bungeni na Mwenyekiti wa Kamati ya Kudumu ya Bunge ya Ardhi, Maliasili na Mazingira, James Lembeli, kuhusu ukiukwaji mkubwa wa haki za binadamu katika utekelezaji wa operesheni ya kupambana dhidi ya ujangili inayofahamika kama Operesheni Tokomeza Ujangili.

Mawaziri ambao ‘tunaambiwa kwa lugha ya kistaarabu kuwa nyadhifa zao zimetenguliwa’ (neno halisi ni kufukuzwa) ni aliyekuwa Waziri wa Mambo ya Ndani ya Nchi, Dk. Emmanuel Nchimbi, aliyekuwa Waziri wa Ulinzi na Jeshi la Kujenga Taifa, Shamsi Vuai Nahodha, aliyekuwa Waziri wa Maendeleo ya Mifugo na Uvuvi, Dk. David Mathayo na aliyekuwa Waziri wa Maliasili na Utalii Balozi Khamis Kagasheki.

Hadi wakati ninaandaa makala haya bado kuna vuguvugu la kumtaka Waziri Mkuu, Mizengo Pinda, naye aachie ngazi kwa madai kuwa utendaji kazi wake hauridhishi. Taarifa za hivi karibuni zinaeleza kuwa Mbunge wa Kigoma Kusini, Moses Machali (NCCR-Mageuzi) ameanzisha jitihada za kukusanya saini kwa minajili ya kumng’oa Pinda, kwa kura ya kutokuwa na imani naye.Hata hivyo, hadi sasa waliotoa saini hizo ni wabunge wa Kambi ya Upinzani pekee ilhali wale wa chama tawala CCM wakionekana kusita ‘kumtosa’ mwana-CCM mwenzao.

Lengo la makala haya ni kujadili kwa undani kuhusu tukio hilo kubwa na pengine la kufungia mwaka huu 2013 unaoelekea ukingoni. Kwa upande mmoja, ripoti ya Operesheni Tokomeza Ujangili ni hukumu nzito kwa vyombo vyetu vya habari (pengine sio vyote japo sina uhakika).

Katika nchi yenye ‘utitiri’ wa magazeti, rundo la blogu na idadi kubwa tu ya vituo vya redio na televisheni, iliwezekana vipi unyama uliofanywa na watekelezaji wa operesheni hiyo ukafanyika pasipo vyombo hivyo kuripoti?Huu sio tu uzembe bali pia ni sawa na usaliti wa ‘mhimili huo wa nne wa dola’ (Fourth Estate) kwa wananchi. Angalau vyombo vya habari vinavyomilikiwa na serikali vinaweza kujitetea isivyostahili (unacceptable excuse) kuwa “mara nyingi haviripoti mabaya ya serikali na taasisi zake.”

Ninasema isivyostahili kwa sababu uendeshaji wa vyombo hivyo unategemea kodi za wananchi na kuegemea kwake kwa serikali kwa kila jambo hata kama ni baya ni kutowatendea haki wananchi na kodi wanayolipa.

Lakini vyombo vya habari binafsi havina utetezi wowote (labda kuhofia kufungiwa na serikali kwa madai ya uchochezi. Lakini sababu hiyo haina mashiko kutokana na ukweli kwamba hata kama chombo cha habari kingefungiwa baada ya kuripoti unyama ulioambatana na operesheni hiyo, tayari ukweli ungekuwa umefahamika kwa umma.

Binafsi, nadhani chanzo cha maovu yaliyoambatana na Operesheni Tokomeza Ujangili kutosikika katika vyombo vyetu vya habari ni shauku ya matukio hususan yanayohusu wanasiasa binafsi, badala ya utendaji kazi wao au taasisi wanazoongoza.

Kwa zaidi ya mwezi mzima, vyombo vingi vya habari huko nyumbani vimelowea kwenye mgogoro unaoendelea ndani ya Chama cha Demokrasia na Maendeleo (CHADEMA) kana kwamba suala hilo ni sehemu ya uhai wa kila Mtanzania.Japo natambua uzito wa habari zinazokihusu chama hicho kikuu cha upinzani, lakini kuna masuala mengine ya muhimu zaidi, kama hilo la Operesheni Tokomeza Ujangili, yanayopaswa kupewa umuhimu.

Hebu msomaji pata picha, laiti taarifa za maovu hayo zingeibuliwa mapema zingeokoa uhai wa watu wangapi kutokana na unyama ulioambatana na operesheni hiyo?

Lakini jambo jingine ni lile linalokwepwa kusemwa na wengi, uchovu katika utendaji kazi wa Rais Jakaya Kikwete. Ninatambua kwa kutamka ukweli huu bayana ninajijengea mazingira ya kuitwa msaliti, mwenye chuki kwa Rais, nisiye na nidhamu kwake, lakini ukweli sharti usemwe na kuuchukia ukweli hakuufanyi uwe uongo.

Kweli Pinda ni mchovu kiutendaji lakini kuna tunaoutafsiri uchovu wake kama ‘sponji’ linalonyonya uchovu wa bosi wake, yaani Rais Kikwete. Ni hivi, uamuzi mwingi wa Waziri Mkuu humshirikisha na huwa na ridhaa ya Rais. Vinginevyo, kama tunataka kuaminishwa kuwa tatizo ni Pinda pekee, basi Rais angeshamfukuza kazi.

Lakini huenda nafsi ya Kikwete ‘inamsuta’ kumwajibisha Pinda kwa vile anatambua kuwa Waziri Mkuu huyo anatekeleza maagizo yake (Rais Kikwete).

Ni rahisi kuwabebesha lawama mawaziri waliofukuzwa iwapo tutapuuza kanuni muhimu ya uwajibikaji wa pamoja serikalini. Je, mawaziri hao walishiriki katika utekelezaji wa Operesheni Tokomeza Ujangili pasipo Rais kufahamu? Sitaki kuamini hivyo.Kimsingi, Rais hupewa taarifa kila siku kuhusu takriban kila jambo linaloendelea nchini. Sasa, vinginevyo waliokuwa wanampatia taarifa za utekelezaji wa Operesheni hiyo walikuwa wakimdanganya, basi kwa namna moja au nyingine naye anahusika.

Na hata tukiamini kuwa mawaziri hao ni wachovu kiutendaji, ukweli unabaki kuwa hawakujiteua wenyewe bali waliteuliwa na Rais kwa kushirikiana na Idara ya Usalama wa Taifa iliyowafanyia uchunguzi (vetting). Na kama alivyoshauri mwanasiasa mkongwe Peter Kisumo kuhusu umuhimu wa ‘vetting’, ni muhimu kwa teuzi za viongozi wetu zikazingatia uwezo wao badala ya urafiki au fadhila za kisiasa.

Na kwa vile nimeitaja Idara ya Usalama wa Taifa, swali la msingi ni; je, walikuwa wapi wakati unyama ulioambatana na Operesheni Tokomeza Ujangili unaendelea? Kwa nini Waziri wa Mambo ya Ndani ya Nchi na Waziri wa Ulinzi na Jeshi la Kujenga Taifa (JKT) wawajibishwe lakini si waziri mwenye mamlaka na Idara hiyo (ambaye kimsingi ni Rais mwenyewe)?

Naomba ieleweke kuwa hapa sijengi hoja ya kutaka Rais awajibishwe. Badala yake, ninapanua mtazamo kuhusu suala hili na kuepusha uwezekano wa “kutoa majibu mepesi kwenye maswali magumu,” ugonjwa unaoisumbua Tanzania yetu kwa muda mrefu.

Ni muhimu kujiuliza tutaendelea kushuhudia mabadiliko ya mawaziri hadi lini. Na ni muhimu pia kutambua kuwa mabadiliko hayo yana gharama kubwa iliyofichika hasa ikizingatiwa kuwa stahili za viongozi wetu haziendani na hali ngumu ya uchumi wetu.

Ni rahisi kukenua meno kwa furaha baada ya kusikia mawaziri wanne wamefukuzwa pasipo kutambua kiasi gani cha fedha za mlipakodi kitatumika sambamba na hatua hiyo.

Lakini jingine ambalo pia aidha linapuuzwa au kukwepwa ni ukubwa wa Baraza la Mawaziri. Ni ukweli usiopingika kuwa fukuza fukuza hii ya mawaziri katika utawala wa Kikwete ni uthibitisho mmojawapo kwamba kuwa na rundo la mawaziri hakumaanishi ufanisi katika kazi.Busara kidogo tu yatosha kutujulisha kuwa wingi wa idadi ya mawaziri wasiojua kwa nini wamepewa uwaziri ni sawa na kutokuwa na mawaziri kabisa.

Mwisho, ninaomba nimalizie makala hii kwa kukumbusha kuwa maovu yaliyofanywa katika utekelezaji wa Operesheni Tokomeza Ujangili ni uhalifu.Ni matarajio yangu kuwa kufukuzwa kwa mawaziri hao ni hatua ya kwanza tu na hatimaye sheria itachukua mkondo wake.

Katika hili ninatoa changamoto kwa taasisi za kutetea haki za binadamu, ndani na nje ya nchi kuhakikisha haki inatendeka kwa wahanga wa operesheni hiyo kwa kuwafikisha wahusika wote mahakamani (hata Mahakama ya Kimataifa ya Uhalifu - ICC).

Mwisho, nimenong’onezwa kuwa kilichojiri katika Operesheni Tokomeza Ujangili ni kidogo mno kulinganisha na yanayotokea katika Operesheni Kimbunga inayoshughulikia wahamiaji haramu.Natoa wito kwa watu na taasisi mbalimbali kutupia macho katika operesheni hiyo ninayoambiwa inaambatana na rushwa, unyanyasaji wa kijinsia na kibinadamu na ubaguzi mbaya zaidi ya ule aliopambana nao Nelson Mandela katika zama za utawala wa makaburu nchini Afrika Kusini.

KATIKA simulizi za Biblia Takatifu, mara baada ya Yesu Kristo kufariki msalabani pazia la hekalu lilipasuka vipande viwili, nchi ikatetemeka, miamba ikapasuka na makaburi yakafunguka. Askari waliokuwa wanamlinda wakakiri kuwa "kwa hakika huyu alikuwa Mwana wa Mungu." Niliyakumbuka maneno haya mara baada ya kupatikana taarifa za kifo cha Rais wa kwanza mweusi wa Afrika Kusini, shujaa wa mapambano dhidi ya ubaguzi wa rangi, Nelson Mandela.
Habari za kifo cha Mandela sio tu zilikuwa za kushtusha licha ya ukweli kwamba afya yake ilikuwa imedhoofika kitambo, lakini pia ziligusa hisia za watu wengi duniani kote. Nilikesha takriban usiku mzima baada ya taarifa hiyo na vituo vyote vikubwa vya televisheni duniani vilikatiza matangazo ya kawaida na kuonyesha 'breaking news' ya kifo cha Mandela.
Ninaomba kukiri kuwa japo nilikuwa ninampenda na kumheshimu Mandela, lakini nimetambua zaidi ukubwa wa upendo na heshima hiyo baada ya kifo chake. Pengine ni kwa vile vyombo vya habari vimekuwa vikitumia muda mwingi kumzungumzia, lakini kikubwa zaidi kwangu ni kupata wasaa kupitia busara mbalimbali za mwanasiasa huyo mahiri duniani.
Nukuu yangu kutoka katika Biblia hailengi kumlinganisha Mandela na Yesu Kristo.
Na pia maana ya nukuu ifuatayo ya kiongozi huyo haimaanishi kwa namna yoyote mie kujilinganisha na 'Madiba';  "I was made, by the law, a criminal, not because of what I had done, but because of what I stood for, because of what I thought, because of my conscience" (tafsiri isiyo rasmi, sheria iliniona mhalifu sio kwa sababu ya nilichofanya bali nilichosimamia, nilichoamini na utashi wangu). Nukuu hii ni maneno ya Mandela wakati wa kesi aliyofunguliwa na utawala dhalimu wa makaburu mwaka 1962.
Kwa nini nukuu hii inanigusa sana? Binafsi ninajiona kama mwathirika wa kutumia haki zangu za kibinadamu na kikatiba kuwa na msimamo katika masuala fulani, kuamini katika msimamo huo, na utashi unaoniongoza katika msimamo huo. Kwa bahati mbaya, kama ilivyokuwa kwa Mandela huko Afrika Kusini, msimamo pekee unaokubalika kwa tawala dhalimu ni ule unaoendana na mtizamo wao, hata kama sio sahihi.
Kwa yeyote atakayesimama kupambana na udhalimu, basi na awe tayari kukumbana na nguvu kinzani dhidi ya mapambano hayo. Mandela alidhamiria kupambana na mfumo dhalimu uliowabagua watu kwa asili ya rangi zao, na hakuishia katika kudhamiria tu bali alitafsiri dhamira hiyo katika vitendo.
Ni muhimu kutambua kuwa mapambano dhidi ya mfumo dhalimu wa kikaburu yalikuwa mithili ya tembo na sisimizi. Makaburu licha ya kuwa watawala, walikuwa na kila nyenzo dhidi ya wapigania uhuru. Lakini licha ya 'faida' hizo kwa utawala huo wa kibaguzi, moja ya nyenzo zake muhimu za kiutawala ilikuwa matumizi ya nguvu na ubabe wa hali ya juu, na maelfu ya raia wasio na hatia waliuawa au kujeruhiwa katika mapambano ya kudai haki na uhuru.
Huu ni wakati wa maombolezo ya mwana-Afrika muhimu, ambaye wakati huu ninapoandaa makala hii, anatarajiwa kuagwa na idadi ya kihistoria ya viongozi wa dunia. Kwa mfano wakati Marekani inawakilishwa na Rais Barack Obama na marais wastaafu George W Bush, Bill Clinton na Jimmy Carter, Uingereza inawakilishwa na Waziri Mkuu David Cameron na watangulizi wake Gordon Brown, Tony Blair na John Major. Viongozi hao muhimu duniani watajumuika na waombolezaji wanaotarajiwa kufikia 80, 000.
Lakini kama ambavyo mara kadhaa tumekuwa tukinyoosheana vidole kuhusu unafiki wa baadhi ya viongozi wetu katika kumwenzi Baba wa Taifa, Mwalimu Julius Nyerere, ambaye alikuwa rafiki wa karibu wa Mandela, itakuwa ni unafiki mwingine kumlilia Mandela bila kuzingatia kazi yake kubwa aliyoifanya kwa Waafrika Kusini na dunia kwa ujumla.
Machozi tunayotoa kumlilia Mandela yatakuwa kazi bure kama hatutounga mkono imani yake kuwa hakuna fursa ya aina yoyote kwa mwanadamu kubaguliwa na mwanadamu mwenzake au mfumo.
Lakini pengine kubwa zaidi kutokana na kifo cha Mandela ni changamoto kwa wanasiasa na viongozi wetu katika nyanja mbalimbali, iwe kisiasa, kidini na kijamii. Hivi wakati tunashuhudia takriban dunia nzima ikimlilia Mandela, je siku ya kifo chako utakumbukwa kwa lipi, iwe ni katika ngazi ya mtaa, wilaya, mkoa, taifa au hata kimataifa? Sababu kuu ya dunia kumuenzi Mandela sio tabasamu lake la kudumu usoni mwake bali kuwa mfano hai hata katika udhalimu mkubwa kiasi gani, haki inaweza kupatikana palipo nia thabiti.
Kuna changamoto nyingine muhimu kwa Watanzania hasa baada ya maadhimisho ya miaka 52 ya uhuru wetu Jumatatu iliyopita. Je uhuru wetu unaendana na uhuru halisi aliopigania Nelson Mandela na hatimaye kufanikiwa kuuangusha utawala dhalimu wa makaburu? Je, miaka 52 ya uhuru wetu imefanikiwa kuondoa 'ukaburu' kati ya walio nacho isivyo halali na wasio nacho isivyo halali? Je, rasilimali za taifa letu hazifuati 'ukaburu wa kiuchumi' kwa kunufaisha wachache badala ya kila mmoja wetu?
Naomba nihitimishe makala hii kwa kukiri kwamba nimepata wakati mgumu sana kuiandaa. Ni vigumu kuomboleza kifo cha mtu muhimu kama Mandela, na ni kama jambo lisilowezekana kumuenzi kwa makala fupi kama hii. Kwa upande mwingine ninamuaga Mandela kwa maneno haya: "….ulikuwa mtu mwema uliyeamini katika haki na usawa wa binadamu. Dunia itakukumbuka kwa jitihada zako. Mungu ailaze roho yako mahali pema peponi, Amina"

'THANK YOU FOR SHARING MADIBA': HIGHLIGHTS OF OBAMA'S HEARTFELT EULOGY FOR NELSON MANDELA


To the people of South Africa - people of every race and walk of life - the world thanks you for sharing Nelson Mandela with us. His struggle was your struggle. His triumph was your triumph. 

Born during World War I, far from the corridors of power, a boy raised herding cattle and tutored by elders of his Thembu tribe - Madiba would emerge as the last great liberator of the 20th century. 

He was not a bust made of marble; he was a man of flesh and blood - a son and husband, a father and a friend. 

Mandela showed us the power of action; of taking risks on behalf of our ideals. 

Mandela understood the ties that bind the human spirit. There is a word in South Africa - 'Ubuntu' - that describes his greatest gift: his recognition that we are all bound together in ways that can be invisible to the eye; that there is a oneness to humanity; that we achieve ourselves by sharing ourselves with others, and caring for those around us.

It took a man like Madiba to free not just the prisoner, but the gaoler as well; to show that you must trust others so that they may trust you; to teach that reconciliation is not a matter of ignoring a cruel past, but a means of confronting it with inclusion, generosity and truth. He changed laws, but also hearts.

There are too many of us who happily embrace Madiba’s legacy of racial reconciliation, but passionately resist even modest reforms that would challenge chronic poverty and growing inequality. There are too many leaders who claim solidarity with Madiba’s struggle for freedom, but do not tolerate dissent from their own people. And there are too many of us who stand on the sidelines, comfortable in complacency or cynicism when our voices must be heard.

We will never see the likes of Nelson Mandela again. But let me say to the young people of Africa, and young people around the world - you can make his life’s work your own. Over thirty years ago, while still a student, I learned of Mandela and the struggles in this land. It stirred something in me. It woke me up to my responsibilities - to others, and to myself - and set me on an improbable journey that finds me here today. And while I will always fall short of Madiba’s example, he makes me want to be better.

Ninapenda kumshukuru Mwenyezi Mungu kwa kunijali mwaka mwingine katika uhai wangu. Tarehe kama ya leo, miaka kadhaa iliyopita, familia ya Mzee Philemon Chahali na mkewe marehemu mama Adelina Mapango (Mungu ailaze roho yake mahali mema peponi) ilipata mtoto wa tano, wa kiume, na kumpa jina la Jamhuri kwani alizaliwa siku ya Uhuru na Jamhuri. Baadaye mtoto huyo alibatizwa na kupewa jina la Mtakatifu Evarist. 

Mwaka uliopita ulikuwa na majaribu kadhaa, kubwa zaidi ni tukio ambalo kamwe sintolisahau maishani mwangu, tarehe 2 ya mwezi Februari mwaka huu ambapo vyombo vya usalama hapa Uingereza vilinifahamisha kuwa kulikuwa na tishio la kuaminika (credible threat) dhidi ya maisha yangu. Wakati hadi leo sifahamu kwa undani kuhusu waliohusika na mkakati huo wa kidhalimu, wala kufahamu wanausalama wa hapa walifanikiwaje kujua kuhusu mpango huo, habari isiyopendeza ni ukweli kuwa hadi leo bado naishi kwa tahadhari. Wanausalama wa hapa wamekuwa wakini-update mara kwa mara, lakini wanasisitiza kuwa kwa vile hawajapata taarifa yoyote kuwa tishio hilo dhidi ya uhai wangu limekwisha, sina budi kuendelea kuzingatia ushauri wao kuhusu hatua za tahadhari kwa usalama wangu. Kwa hakika ni jambo gumu na la kuogofya lakini kwa sasa imekuwa ni sehemu ya maisha yangu ya kila siku. Hata hivyo, kwa ulinzi wa Mungu na jitihada zangu mwenyewe, ninatumaini kuwa nitaendelea kubaki salama.

Kwa bahati nzuri (au mbaya?) siku yangu ya kuzaliwa inagongana na siku ya kuzaliwa kwa Tanganyika (Tanzania Bara). Nasema kwa bahati nzuri kwa vile inapendeza kushea birthday na nchi yangu. Hata hivyo, kwa bahati mbaya (makusudi?) mwenendo wa birthday buddy wangu Tanzania Bara si wa kuridhisha hata kidogo. Kwa upande mmoja taifa letu linabakwa na mafisadi huku umasikini ukizidi kukua. Kwa hakika ni  vigumu kubashiri hatma ya taifa letu angalau miaka 10 ijayo.

Hata hivyo, kwa vile leo ni sikukuu yetu ya kuzaliwa, basi sina budi kuitakia Tanzania Bara heri na baraka ya kuzaliwa na kujitakia happy birthday mie mwenyewe pia. Ndio maana kichwa cha habari kinasema HAPPY BIRTHDAY TANZANIA BARA, HAPPY BIRTHDAY ME!
